Our Story

Built by a Marine. Run Like One.

VALOR Development LLC was founded in Syracuse, NY by Billy Kittell, a United States Marine Corps veteran who served his country and came home ready to build. Billy started VALOR with a straightforward conviction: the same discipline, accountability, and work ethic that defined his service should define how construction gets done in Central New York.

Before VALOR, Billy saw an industry full of missed calls, vague timelines, and crews that never showed up when they said they would. Homeowners and businesses across Onondaga County were left chasing contractors who over-promised and under-delivered. Billy decided to do something about it. He bought his own equipment, built his own crew, and started taking on the jobs nobody else wanted to touch — excavations in tight residential lots, drainage problems that had been ignored for years, site work that other contractors walked away from.

Today, VALOR Development LLC provides excavation, grading, drainage, hauling, and general contracting services across Central New York. Every project — residential or commercial — gets the same treatment: Billy is personally on-site, running company-owned equipment with a crew he trusts. When specialized trades come on-site, they answer to VALOR. There is no call center, no project manager buffer, no middleman. You call VALOR, you get Billy.

The company is NYS Certified as a Service-Disabled Veteran Owned Business (SDVOB) and actively hires veterans and first responders through a flexible work program. VALOR isn't just a name — it's the standard every job gets held to.

VALOR Development LLC is certified by New York State as a Service-Disabled Veteran Owned Business (SDVOB). This certification verifies that the company is majority-owned and controlled by a service-disabled veteran — in VALOR's case, USMC veteran Billy Kittell.

The SDVOB certification means VALOR Development qualifies for veteran-owned business preferences on New York State and municipal contracts. Government agencies, school districts, and public entities across New York are required to work toward participation goals with certified SDVOB contractors.

Excavation and site work are high-risk operations. You should never hire a contractor without verifying insurance — and you should never have to ask twice. VALOR provides certificates of insurance on request for any project, residential or commercial.

Licensed and registered with all required state entities. If your project requires proof of insurance for permits, HOA requirements, or general contractor coordination — we handle it.
